Upstream bug component is API - Content
Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/17481 has been resolved.
Verified by automation on Sat6.2.10 Non-admin user with 'product and repositories' permissions can see the 'Create Repository' button and can create a repo.
