Description of problem:
I installed rhncfg packages on client. And checked permissions by rhn-actions-control. Most functionality is disabled but I can use it without limit.

>> rhn-actions-control --report
deploy is disabled
diff is disabled
upload is disabled
mtime_upload is disabled
run is disabled

But I could deploy, upload and diff files. I could not use to run remote script and get error about wrong rights.

1. rhn-actions-control --report
2. # subscribe configure channel
3. rhncfg-client diff
4. rhncfg-client get
5. rhncfg-manager add example.sh -c basic-channel

Actual results:
I can use disable functionality. 

Expected results:
Accept setting of rights for rhncfg-*

rhn-actions-control allows only permission for actions (events) from satellite ui and it works correct.
