Description of problem:

Using the service catalog, I would like to be able to "promote" a project between clusters (e.g. Dev --> Test).  This would enable a semi-automated self-service workflow potentially requiring human approval.  During this workflow, reports should be generated and an e-mail with links to the reports should be sent to the approver for review.

The resulting project in the new cluster would appear as a new catalog item to the requestor.

I could potentially see this as a migration workflow.

Versions of both CF and OCP please.  (Is this really 5.4?)

If I had to guess, I'd say OCP 3.5 and CFME 5.5?
