Backport of shared buffer configuration

Description of problem:
Shared buffer functionality using devlink has been present in the kernel since version v4.7. However, despite f25 using the 4.8.y kernel, it's not possible to configure this functionality as f25 is using iproute v4.6.

Fix this by backporting the relevant patches to the f25 branch of iproute (attached).


Steps to Reproduce:
1. devlink sb

Actual results:
Object "sb" not found

Expected results:
Show shared buffer configuration.
