devlink JSON patches

Description of problem:
In upstream versions of iproute it's possible to get JSON output of devlink commands. This is useful for automation script of network configuration, as JSON output is much easier to parse than normal text.

Fix this by backporting the relevant patches to the f25 branch of iproute (attached).


Steps to Reproduce:
1. devlink -j port show

Actual results:
devlink: invalid option -- 'j'

Expected results:
{{"port":{}}}
