Description of problem:
Customer is requesting, adding tcpflow tool into official rhscl.
https://github.com/simsong/tcpflow

the package is already available in epel for rhel7

Customer Xura B.V needs this tool in his production for rhel 6 and rhel 7

This is request for the new component in RHSCL. This is not connected to the Git.

This request was evaluated by Red Hat Engineering for inclusion in a Red Hat Enterprise Linux maintenance release.

Red Hat does not currently plan to provide this feature in an update to Red Hat Software Collections.
