Description of problem:

Since today, Cinnamon Flipper started to move the normal panel ( Windowlist, Faststarticons etc. ) to the top instead of staying at the bottom, while the 3D Cube Transition is done. 

Just watch the attached video.

BTW: what you see is a bug if the X11-screengrab, that happens only with cinnamon as desktop. If GNOME is running, it does not happen. For further details, try the ffmpeg you see in the video ( right side ) for yourself
and have something in fullscreen overlay like a game or a video.

It looks like both frame layers are fighting which one is in front of the other.

Flipper isn't part of cinnamon package so isn't fixable here.
If it's broken report the issue here instead as it's their responsibility to update for cinnamon changes.
