Description of problem:
The page where you enter your secure key should have told you also send it to the fedora key server.

Ideally it would have checked when you entered it and told you immediately it wasn't on the server

Sending key to key server is indispensable once you want to use the feature of  crate/update bug by email.

As part of Bug 1464805 we are changing the way this works so it won't be using key servers.
