Description of problem:
Implement check for missing repos in pulp (but not in katello) in upgrade_check script

Version-Release number of selected component (if applicable):
Satellite 6.2.4

How reproducible:
Always

Steps to Reproduce:
1. Atleast 8 customers reported as per https://bugzilla.redhat.com/show_bug.cgi?id=1365223 that their pulp has missing repos (but not in katello) and it caused Satellite upgrade issues
2. A workaround is provided in https://bugzilla.redhat.com/show_bug.cgi?id=1365223#c6

Actual results:
The upgrade errors out and applying the workaround as shown above fixes the issue.

Expected results:
Since we know that there is a possibility that this issue might happen in any Satellite install, we should implement the check as mentioned in https://bugzilla.redhat.com/show_bug.cgi?id=1365223#c8 in the upgrade_check script to catch the issue earlier instead of failing the upgrade process.
