Description of problem:
The customer wants to specify the cost of having storage allocated to a server, even if it's not used. With only an openshift provider it's not possible to use the 'storage' rate feaute, only disk i/o.

How reproducible:
always


Steps to Reproduce:
- install and setup CF
- register an Openshift provider (including hawkular)
- in chargeback report create a rate for Storage
- go to assignments - storage - try to assign it to the provider. (you can't)

Actual results:
you can't assigne it to a specific provider, so if you have multiple OSE providers they all will have the same rate.

Expected results:
It can be assigned to a specific provider so different OSE providers charge different rates.

As a workaround, are they able to use Tags to assign different rates per different providers?

The issue is not with the assignation of the rates but with not being able to retrieve and use information about storage allocation form openshift.

5.6.3.3 is also showing the same limitation.

Looking at the details of this BZ, it's not clear whether the issue is that a) rates cannot be assigned to allocated storage on OCP, b) rates can be assigned but allocated storage in not being reported for chargeback or c) rates can be assigned but allocated storage is not collected by the OCP provider.
