Description of problem:
Unable to refresh manifest when SAM is behind proxy

Version-Release number of selected component (if applicable):
SAM 1.4

How reproducible:
100%

Steps to Reproduce:
1. Setup proxy in /etc/katello/katello.yml
2. Setup proxy in /etc/thumbslug/thumbslug.conf
3. Refresh manifest

Actual results:
Tries to connect directly to cdn.redhat.com does not use the configured proxy.

Expected results:
Refresh manifest via the proxy

Proxy is also configured in /etc/rhsm/rhsm.conf

The release of Satellite 5.8 we are deprecating the support of Subscription Asset Manager. The release notes for 5.8 can be found at https://access.redhat.com/documentation/en-us/red_hat_satellite/5.8/pdf/release_notes/Red_Hat_Satellite-5.8-Release_Notes-en-US.pdf.
