Description of problem:
[SR-IOV] - Only 'passthrough' vNIC can be marked as 'migratable' or not marked as migratable. Other nics are always migratable, thus migratable checkbox will be selected and grayed out when passthrough checkbox is not selected. (from the feature page).

Cyrrently, the 'migratable' is enabled by default for all vNICs, new ones and exist one.
The 'migratable' checkbox should be grayed out by default. It should be editable only after checking the 'passthought' checkbox.

'migratable' enabled by default for all vNICs
