Description of problem:
virt-manager should update information to "Guest is not running" when
open a guest in shutoff status

Version-Release number of selected component (if applicable):
virt-manager-0.9.0-33.el6.x86_64
libvirt-0.10.2-62.el6.x86_64


How reproducible:
100%

Steps to Reproduce:
1. Prepare a health guest in shutoff status.(eg gues:iso)
2. Launch virt-manager, then open guest: iso.
    Select guest-->click "Open" button.


Actual results:
Message "Guest not running" displays.

Expected results:
Message should update to "Guest is not running" same as rhel7.

This is just a cosmetic difference between virt-manager version in RHEL-6 and RHEL-7.  There is no functional change and no real issue.  This would also require to translate that message into supported languages and IMHO it's not worth it.  Closing this bug as WONTFIX.
