As an admin, I want to reduce the load on my LAN or WAN connections by rate-limiting the traffic transmitted as part of the RBD mirror process.

As an admin, I specify the max amount of bandwidth the RBD mirror process should sustain.

Notes:
 Thinking we may end up with something similar to the --bwlimit=KBPS flag in rsync..
