As an admin, I want to reduce the load on my LAN or WAN connections by rate-limiting the traffic transmitted as part of the RGW multi-sync process.

As an admin, I specify the max amount of bandwidth the RGW multi-site process should sustain.

Notes:
 Thinking we may end up with something similar to the --bwlimit=KBPS flag in rsync..
