Theres an editable, undeletable rate called “Default Container Image Rate” under  Cloud Intel > Chargeback > Rates that is the fallback rate if no other assigned rate is found. "Default" is unrelated to that.

Thank you, Ari. It turned out the appliance version I'm working from didn't have this feature, but I have access to one now and can see it.
