Description of problem:
On the project page, there is "Application"->"NETWORKING", users are confused about its usage and meaning, mostly would try to click on it and get no response.
If "NETWORKING" is the header of Services and Routes, now they look like in the same rank, only uppercase is the difference, the layout should show the relationship more clearly.

Steps to Reproduce:
1.Login web console, click into one project.
2.Click "Application"->"NETWORKING"
3.

Actual results:
2. Get no response.

Expected results:
2.Should give some response. If "NETWORKING" is the header of Services and Routes, now they look like in the same rank, only uppercase is the  difference, the layout should show the relationship more clearly.

removed networking section header

Checked on above env, the confusing "NETWORKING" is removed now. Move the bug to Verified.
