If you tried lxpanel-0.9.1-1.fc25, would you try lxpanel-0.9.1-2.D20161125git138ff9b2.fc25 currently in testing if it helps? Upstream says some battery related change is included in this git commit.
The battery applet in lxpanel-0.9.1-2.D20161125git138ff9b2.fc25 does work.
Same for me. The battery monitor works with lxpanel version 0.8.2-2 and 0.9.1-2.D20161125... from updates-testing, but is broken with version 0.9.1-1. My laptop is a Lenovo X121e.
It seems this issue is fixed in now-stable 0.9.1-2.D20161125git138ff9b2.fc25.
