Description of problem:
CloudForms taking long time to perform "Refresh Relationships and Power States" on RHEV 3.6 provider when handling larger number of provisioning requests (about 150 to 200 individual template provisioning requests from service catalogs by different users) triggered at the same time on the same provider.

This CloudForms implementation has three worker nodes and the goal is to provision 150VMs by 10mins.

The HTML5 Console Button should be active in the Web UI for the provisioned VMs as soon as it powered up on the RHEV 3.6 provider.

Actual behaviour:

messages are dequeued after more than 100 to 1200 seconds


Expected results:
messages are dequeued much faster

Additional info:
 - time configuration issue present
 - full refresh threshold is set at 100
