I am having this EXACT same problem with FC25 upgraded from FC24.  I did not have any problem with FC24 before the upgrade.

Wayland, Didn't try Xorg
Memory: 11.7 GB
Processor: AMD Phenom(tm) II X4 905e Processor x 4
OS Type 64-bit
Graphics: Gallium 0.4 on NV117
Gnome: Version 3.22.2
Disk: 24.0 TB

uname -a => Linux laurie.family.net 4.8.14-300.fc25.x86_64 #1 SMP Mon Dec 12 16:31:04 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux

Happens every few hours - sometimes more often.  
1) Keyboard is working properly.
2) Mouse works outside of application space (works on top action bar and on some window decorations, but nothing inside any window on any page gets a mouse action).
3) The only way to clear this is to log off and log back on.
4) It seems to be triggered when a new window pops up for input.

Description of problem:
Sometimes the mouse stops working only in applications, interacting with gnome shell works fine, i can interact with some window controls (close, minimize) but not others. Keyboard input works fine in all the windows. This happens in both a regular session and a wayland session. This started happening in the last few days and it might have been from an update but i don't know if the gnome software center keeps an update history the same way dnf/yum do.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '25'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version.

Fedora 25 changed to end-of-life (EOL) status on 2017-12-12. Fedora 25 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
