Description of problem:
The recent update of docbook-style-xsl updated xmlcatalog entries to cdn.docbook.org. The previous version used docbook.sourceforge.net.

BTW The old sourceforge entries are kept at least temporarily in 1.79.2-3
due to BZ1409587

Steps to Reproduce:
1. //ensure that you have docbook-style-xsl-1.79.2-2
2. xsltproc --catalogs --nonet --noout "http://cdn.docbook.org/release/xsl-nons/current/manpages/docbook.xsl"
3. echo $?

Actual results:
Variable $SGML_CATALOG_FILES not set
warning: failed to load external entity "http://cdn.docbook.org/release/xsl-nons/current/manpages/docbook.xsl"
cannot parse http://cdn.docbook.org/release/xsl-nons/current/manpages/docbook.xsl
sh$ echo $?
4

Expected results:
Variable $SGML_CATALOG_FILES not set
sh$ echo $?
0


Additional info:
It does not works with access to network either.

But it does work with double slashes after current even in offline mode
sh$ xsltproc --catalogs --noout "http://cdn.docbook.org/release/xsl-nons/current//manpages/docbook.xsl"
Variable $SGML_CATALOG_FILES not set

sh$ echo $?
0

This is because xmlcatalog contains trailing slash for cdn.docbook.org. BTW there isn't trailing slash for  URL with docbook.sourceforge.net
And IMHO xsltproc should be fixed even though issue might be in /etc/xml/catalog. URL can contain single or multiple slashes and there is not a difference.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

I still can see trailing slash for cdn.docbook.org in attribute systemIdStartString.

But docbook.sourceforge.net is used as a first one so it does not cause problem for xsltproc

I filed this bug because I was not sure whether it is bug in xsltproc or in catalog itself. BUT IIRC manually editing file + removing trailing slash helped at that time.

Maybe it will be possible to reproduce again after reverting change done in docbook-style-xsl-1.79.2-3

This message is a reminder that Fedora 28 is nearing its end of life.
On 2019-May-28 Fedora will stop maintaining and issuing updates for
Fedora 28. It is Fedora's policy to close all bug reports from releases
that are no longer maintained. At that time this bug will be closed as
EOL if it remains open with a Fedora 'version' of '28'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

no longer maintained, which means that it will not receive any further
