Description of problem: The recent update of docbook-style-xsl updated xmlcatalog entries to cdn.docbook.org. The previous version used docbook.sourceforge.net. BTW there isn't trailing slash for URL with docbook.sourceforge.net And IMHO xsltproc should be fixed even though issue might be in /etc/xml/catalog. This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.

I still can see trailing slash for cdn.docbook.org in attribute systemIdStartString. BUT IIRC manually editing file + removing trailing slash helped at that time.
