Description of problem:

 Using the GUI "Virtual Machine Manager" to create a VM on x68_64 host, for
an emulated Sparc (Ssun4u) guest, fails with a device addressing conflict

Version-Release number of selected component (if applicable):

 Virtual Machine Manager 1.4.0
 kernel: 4.8.15-200.fc24.x86_64

How reproducible:


Steps to Reproduce:
1. Point-and-drool VM creation; importing a runnable (FreedBSD-11) sun4u image
2. system type other/unix/freesbd-10.1
3. click "Finish"

Actual results:

 Error popup window with
 "qemu-system-sparc64: -device piix33-usb-uchi,id=usb,bus=pci,addr=0x2:
  PCI: slot 2 function 0 not available for piix3-usb-uchi, in use by ebus" 

Expected results:

 VM created

This will be a bug in libvirt dealing with PCI address assignment for sparc.
