Description of problem:

We are unable to grammatically correctly translate "$action update OVFs for" to work in the format "Cannot ${action} ${type}. ". 
  
I can expect the type would be "$type VM" or "$type Storage" and I am aware that it works in English but not in some other languages including Japanese, because we need to translate "Cannot ${action} ${type}. " as [transitive verb + object] to be applicable to other combinations of actions and types.

Actual results:
"$action update OVFs for" to be used in "Cannot ${action} ${type}. "

Expected results:
Each combination of messages using this action should be expanded and separated as a complete message without using variables, so that translators can translate it properly.

I found another string which also has the problem with translation:
