The API so search for pools works well for currently active pools, or searching for pools active on a certain date but does not work well for listing pools that will become active at some point in the future. This RFE is to update the /owners/{owner_key}/pools API to support answering the following two questions:

1) Give me a list of all currently active and future dated subscriptions.
2) Give me a list of only the future dated subscriptions.
