Description of problem:

When creating a Schedule the Schedule is assigned to whichever Zone the User is currently logged into. This is not intuitive. There should be a drop down selection to select the zone the schedule should be assigned to.

This is an even bigger issue for architectures where not every Zone has a UI worker. More often then not architectures have a "UI" zone and none of the other Zones have the UI role turned on. This means to create a Schedule in a Zone designated for a Provider, such as scheduling a Smart State Analays against a specific provider in the Zone designated for that provider, a worker in that Zone would have to have the UI role turned on just to create the Schedule.

Therefor this is more then just an un-intutivie way of select the Zone a Schedule runs in, by logging into the correct zone, in some environments it is impossible.

Steps to Reproduce:
1. Log into CFME via a VIP load balancing UI workers in a UI Zone
2. Create a Schedule
3. All schedules assigned to the UI zone with no way to select another zone

Actual results:

There is no way to select which Zone a schedule runs in other they by logging into a UI enabled worker in that Zone.

Expected results:

There should be a drop down when creating a schedule to select the Zone the schedule should run in.
