You should provide a network installation ISO. One only downloads the
latest release of the anaconda ISO an can install

   - FC3 (or 4, or whatever release is "stable")
   - devel

via the Internet or network (SMB, HTTP, FTP, NFS, ...)

The installer is very dependent on what kernel (and a few other
things, think selinux policy) is being used and thus can't be
generalized to allow you to install more than one release. 
images/boot.iso is a boot image that will let you install the specific
tree you want.
