~/.gnupg does not appear to be created

Description of problem:
Gnupg does not appear to create the ~/.gnupg directory and then dies
when trying to create a new key.
Version-Release number of selected component (if applicable): 1.2.6
How reproducible: Always
Steps to Reproduce:
1. gpg --gen-key
2. use all defaults (probably doesn't matter)
key generation will fail when gpg attempts to store the generated key
~/.gnupg created if it doesn't already exist
Works fine after manually creating ~/.gnupg

Oh, actually not. The fix has been finally reverted from the errata packages.
