Please, drop depend on gnome-web-photo which was retired in F26 and Rawhide.

Shutter already had support to disable website capture if gnome-web-photo was not present on the system. The addition of ImageMagick is because that is a hard requirement for Shutter, but does not appear in the default package installation. Tested on up-to-date Fedora 26 Beta and Rawhide in X.Org

I have this same issue. Shutter is not installable on Fedora 26, and Matthew's patch fixed it for me.

It was fixed at Comment 14 and is still good as of shutter-0.93.1-9.fc28.src.rpm
