Creating the RH bug.

We recently found a race condition bug in FreeIPA that may cause
ipa-replica-install to fail. The upstream bug is tracked here:

Based on information by Christian Heimes, this issue was actually in "ipa" component and fixed in RHEL-7.4 already. I am thus closing this bug now.
