Description of problem:

RHOS GA released with OVS 2.5.0.14, this release was tested in RH,
O packet loss with non RT Kernel is not reached. [0.002 is reached]

How reproducible:
Permanent 

Steps to Reproduce:
1. Deploy RHOS 10 with OVS-DPDK (2.5.0.14)
2. Consume tuned through RHOS repo in first-boot.yml
3. Install dpdk testpmd in the guest
4. Config Guest PMD threads
5. Manual emulator pin set to pCPU of Guest vCPU_0
6. Connect and run traffic generator.

Actual results:
0 packet loss gives very low results.
0.002 packet loss give good numbers for 1Q bidirectional traffic

Expected results:
0 packet loss numbers close to 0.002


Additional info:
1) Recommended to consume OVS 2.6 from Fast Data Path Beta channel and apply minor update.
2) RHOS 10 repo tuned rpms is enough for 7.3.z  Kernel under kernel-3.10.0-514.19.1

tuned-utils                       2.7.1-3.el7_3.1       rhelosp-rhel-7.3-server       

4) Computes with Cisco eNICs must be updated to OVS 2.6
Need special guide to do that.
