Description of problem:
After every login, gnome-initial-setup starts and keeps looping

3.24.0-1.fc26.x86_64

How reproducible:
100%

Steps to Reproduce:
1. Install F26 alpha
2. Login
3.

Actual results:
gnome-initial-setup is launched with every login


Expected results:
gnome-initial-setup is launched only on the very first login
