No such issue when upgrade from rhvh-4.1-0.20170202.0 to rhvh-4.1-20170512.0 on the same machine with the same local repos.

I have to escalate the issue to get much attention on it, and consider it is 4.1.2 blocker according to bug description, it affects upgrade flow.
Sorry, Ying. This bug has attention. We're waiting on package signing in order to build tomorrow, which will resolve this. I was hoping for signing today, but did not get it...

So this bug is fixed in redhat-virtualization-host-4.1-20170518.0, change the status to VERIFIED.
