Description of problem: Quadicon item doesn't redirect to item detail page form edit tag page

Steps to Reproduce:
1. Add cloud/infra provider
2. Navigate to all vm page
3. Check some vm, Policy->Edit tags
4. Click on quadicon icon

Actual results:
User is on the same edit tag page

Expected results:
User should be redirected to detail item page

Additional info:
This issue is present for cloud/infra items
Works for 5.8
