Description of problem:

I tried running docker-storage-setup service and it failed with error message saying vg_exists() does not exist.

This is a helper funciton which should come from libcss.sh but its not there. I see it present in upstream tree.

So somehow we ended up in a situation where /usr/bin/container-storage-setup is newer but /usr/share/container-storage-setup/libcss.sh is older.
