Tested as virtual machine on QEMU-KVM virtualisation platform.
The rpogressbar issue should be fixed in current Rawhide and next (28.22.3) F28 Anaconda release.
Tested using Fedora-Workstation-Live-x86_64-28-1.1.iso. Issue still alive in a different state.
Could you please describe the problem in more detail. What do you mean by different state?
State is no longer the one illustrated in description but is now illustrated by a bar that remains fixed at two main permanent points despite the installing indicator in percentage which shows that real process is evolving.

Same during installation of FC 29. 100% progress bar in the very beginning, then waiting a lot. It would be very good to see which packages are being installed, and the progress bar (with the number of installed/total remaining packages).
