Description of problem:
Dictionary attack lock reset test from tpmtest suite fails on a HW TPM 2.0 (the other tests succeed).

100%

Steps to Reproduce:
1. run /usr/bin/tpmtest from tpm2-tss-utils-1.0-5.el7.x86_64
2. select 9 - DICTIONARY ATTACK LOCK RESET TEST
3. select 0 - RUN ALL TEST CASES

Actual results:
test failing

Expected results:
test passing

Running on a physical TPMv2.0
