Yes this is basic validation that when you want to install drivers you *have to* select ISO with the drivers. Similarly the dialog will not allow you to submit until all listboxes have correct value - and display similar standardized form validations.
Reopening the bug, as this is about a problem in the ERROR message, displayed, when there is no ISO datastore added, under CFME: Compute->PXE->ISO.

This has nothing to do with the fact the ISO domain is added or not. It is a message telling you that you have a field in this transform dialog which needs to be filled - the "Drivers ISO" field. You can leave it empty if you have a domain added or not.
This bug is asking to fix the error message from: "Main/Transform Virtual Machine/Drivers ISO is required" to a message that would be more clear like: "Driver ISO image is required"
this is a generic message from CFME infrastructure pointing to the exact location of the missing field. Should be understandable enough
