Add support for Python 3, modernise spec

Description of problem:
"import pycdio" fails for Python 3, since pycdio is packaged only for Python 2.

Version-Release number of selected component (if applicable):
0.20-6

How reproducible:
Always

Steps to Reproduce:
dnf install python3-pycdio

Actual results:
No package python3-pycdio available.

Expected results:
python3-pycdio is installed

Additional info:
Attached patch adds support to the specfile for Python 3 and also updates to conform to current Fedora Python packaging guidelines.

This bug appears to have been reported against 'rawhide' during the Fedora 27 development cycle.
Changing version to '27'.
