I force ipv6 traffic as much as I can, I reported this earlier and it got fixed, it's broken again : [ludo@Oulanl ~]$ gpg2 --refresh-keys gpg: refreshing 221 keys from hkp://ipv6.pool.sks-keyservers.net gpg: keyserver refresh failed: No keyserver available [ludo@Oulanl ~]$ Works if I give an ipv4 keyserver.
Do you know which latest version works for you? Does the 2.1.20-2.fc26 build from https://koji.fedoraproject.org/koji/packageinfo?packageID=1940 work for you?
Actually it seems to be fixed in 2.1.22 release.

Just download the gnupg2 and gnupg2-smime x86_64 packages and do dnf install <path to the packages>
