Rebuild Docker Image devtoolset-7-toolchain-rhel7 for Beta

This is a DTS7 variant of #1378360. Not sure what/if --repo-url I should use.
Also, I think I've made the mistake and selected this image as a base image, while it should be layered.
The image looks ok:

Verified with rhscl-beta/devtoolset-7-toolchain-rhel7:7-3.
