Reopening and scoping for OSP13.
Checked the process in OSP13 and it is very different to OSP11 due to using containers. As a result, the content identified in this BZ description from OSP11 no longer exists in OSP13. Since OSP11 is EOL, I'll be re-closing this BZ.
