As an OpenShift user, we would like to deactivate/activate HPA without deleting the resource.

5. How would the customer like to achieve this? (List the functional requirements here)

CLI can deactivate HPA.

7. Is there already an existing RFE upstream or in Red Hat Bugzilla?

Similar feature requests are:

  https://github.com/kubernetes/kubernetes/issues/28603 (Need a way to temporarily disable HPA)

but OCP v3.5.5.31 still doesn't include them. (3.6 supports it(?))

We cannot set minReplicas to 0 with `oc edit hpa`. Also, please note that we would like to set it via `oc scaledown hpa --replicas=0` or some single command.

8. Does the customer have any specific timeline dependencies and which release would they like to target (i.e. RHEL5, RHEL6)?

Not exactly. The priority is medium at this moment.

Additional info
Please refer to bz#1479299 c#4. The customer originaly wanted to deactivate a project, but engineering suggested that it should be done by cli. However, HPA doesn't support deactivation.
