Description of problem:

We got this error during a downstream installation:

It is similar to BZ#1471398 and  that is solved upstream but not downstream

We have OSP-Director updated to the latest version adn the latest 11.0.2 images

Steps to Reproduce:
1. Install director, update to the latest
2. Upload overcloud images 11.0.2 from the web
3. Install openstack

Actual results:
