Is there an error in the log, or in the javascript console?
This happens if the cloud network does not have a cloud tenant associated with it, which can happen if the network inventory is refreshed before the main inventory. The UI always assumes there is a cloud tenant, so it throws an exception if one is not present. This problem should be addressed by https://github.com/ManageIQ/manageiq-providers-openstack/pull/154, which consolidates the refresh tasks into one worker and sorts the refresh targets so that the main inventory is refreshed first.
