1. Navigate to >>> Networks > Networks 
2. Select any Cloud Network
3. Configuration > Edit this could network

Actual results:
Only title display. Total Bank page.

Expected results:
Something has to display for editing else not allow message.

Is there an error in the log, or in the javascript console?

This happens if the cloud network does not have a cloud tenant associated with it, which can happen if the network inventory is refreshed before the main inventory. The UI always assumes there is a cloud tenant, so it throws an exception if one is not present.

This problem should be addressed by https://github.com/ManageIQ/manageiq-providers-openstack/pull/154, which consolidates the refresh tasks into one worker and sorts the refresh targets so that the main inventory is refreshed first.
