Description of problem:

riscv64 was officially upstreamed in GCC 7.1 and binutils 2.29. Upstreaming efforts continue for kernel (target 4.15) and glibc (target 2.27).

I noticed that we ain't shipping cross-binutils with riscv64 enabled in Fedora.

I created a remote pull request here: https://src.fedoraproject.org/rpms/cross-binutils/pull-request/1

I also have changes for cross-gcc, which will follow soonish.

Would it be possible to backport it to F27 later on?
