Description of problem:
The "Learn more about this in the documentation." links that are shown in empty views of entities do not work in 6.3. This is obviously because there is no 6.3 documentation but there are other links to the documentation in the satellite that link simply to the latest version.

Steps to Reproduce:
1. Have an or without any Domain
2. Go to Infrastructure -> Domains
3. Click "Learn more about this in the documentation."
