Description of problem:
VAT can not be updated after accounts signed up

Version-Release number of selected component (if applicable):
unified-registration

How reproducible:
always

Steps to Reproduce:
1. Register a new account;
2. Signed a plan(eg online-stg);
3. Try to update VAT number of this account;

Actual results:
VAT number can not be updated.

Expected results:
If it is permitted to update VAT number after signed up, update should succeed.
If it is not permitted , please display the "VAT" field in grey color.

Verified. The Vat number's appearance is correct, and can be updated are sign up.

The VAT number can be set to blank.
