Description of problem:

3.24.1

How reproducible:


Steps to Reproduce:
1. Open a PDF file using Document Viewer in F26
2. Click on the Document Viewer drop down in the lest top corner beside "Activities"
3. See for Options

Actual results:
There is no Quit button, so user has to find other options to quit the application

Expected results:
User should be able to quit by clicking on the left top corner option like other apps.

My understanding is that upstream is against "quit" https://bugzilla.gnome.org/show_bug.cgi?id=674937#c10
