Custom install: cups is not optional

Description of problem:
cups will be installed even when I unselect all software options in Custom install screen.

Steps to Reproduce:
1. start install from CD no. 1
2. choose Custom install
3. unselect all software options
Hmm, there may be another dependency that is pulling cups in. If you could go on
the installed system and find out by using 'rpm -q --provides cups' and then
'rpm -q --whatrequires X' (where X is each one of those dependencies provided by
cups), that'd help me make the correct change.

for over a year and have not been confirmed for a still supported version of

Core, and significant changes have taken place since the last version
for which this bug is confirmed.
Note that FC3 and FC4 are supported by Fedora Legacy for security
fixes only. Please install a still supported version and retest. If
it still occurs on FC5 or FC6, please reopen and assign to the correct
version. Otherwise, if this a security issue, please change the
