The fix for icl was merged just a few days ago (https://github.com/boostorg/icl/commit/0097c6e1bbce2f6a796018b2161b2f0a13db2903).
But it was patched in Fedora 27 weeks ago: https://src.fedoraproject.org/cgit/rpms/boost.git/commit/?h=f27&id=4ff7689c277f56401ed656ac4fe7aecca3e17461 Have you actually tested it?
I did when I upgraded to 27, but clearly I did something wrong. Sorry for the noise on this.
